I don't know all the ins and outs of the system but yes. I think you need to show that while abroad, you're owned the vehicle for 12 months or more, other than that, I don't know what else is needed to satisfy the authorities.

I haven't read this but I think this is the oil on it here https://infrastructure.gov.au/vehicles/imports/

It all looks pretty good but what made me laugh to myself was the "potentially" bit :)

well. new KIT ( CKD ) law signed into law by Pres Obama on 5 dec 15.. will allow manufactures to import 325 kit cars a year and NOT meet US DOT. all details on the SEMA.org sight.. so the new Chery Moke will be in the USA. legally by spring 2016.. as they have EPA certified approved 1100 chery engine in Trooper UTVs.. later bc
