No Smoke Moke in Faro portugal

Hi all
A couple of days ago I saw a No Smoke Moke parked in Faro Portugal . It was on French plates - white with white hood. It appeared to be a Choke shell as had lower side pannier extensions but without the extended front of the newer types. I couldn't stop to take a picture. I hadn't realised they were EU type approved or has someone done a 'funny' with an old shell?

They keep popping up on the facebook page. Apparently on sale in parts of the EU.
