DVLA and V5s

Post by weef »

HI
I have a 1979 Australian Moke and need to get a V5 from the DVLA. This Moke has been in the UK for many years but has not been on the road for at least 15 years and the documents/reg No long lost/forgotten .
This is a restoration project but I am not wanting to start before the V5 is issued.
Submitting a V62 meets with an "unable to progress, are the details correct" response, twice, and telephone calls as yet have proved fruitless in extracting from the DVLA the information that is required.
I am sure this is not the first time this problem has arisen in the MOKE world and was wondering if any forum member has encountered a similar situation and if/how a resolution was met?.
Obviously there is no chance of getting an MOT without much work/expense invested into the project and there still might not be a favourable outcome.
I will contact the DVLA again and would like to work from any members experience about what questions I should be asking or what questions to expect from them, to be better armed and hopefully resolve this issue.
Any help is much appreciated.

Regards Ian

Hi Ian,
Welcome to the wonderful world of Mokes! For info on registering your Moke you will need to join the Club and contact the Australian Moke registrar who is John Bastin, his details are in the Club magazine.
Cheers

Hi Ian,

I've been through a similar situation with my moke - it wasn't on the dvla database in the same way that by the sounds of it neither is yours.

You'll need to get a heritage certificate - an inspection by the moke club registrar and a formal letter confirming date of manufacture from the registrar as in my case the dvla would not accept a certified copy of the heritage certificate as proof of date of manufacture. Then you complete the v355 or v555 which the dvla will send to you in the post.

If you haven't got any official documentation to link the chassis number to the registration number, you're best option is to apply for an age related plate. Unfortunately for you this means you are going to have to get it through an MOT.

When i got mine i wasted 3 months trying to get a v5 before starting any work - i would suggest that once the moke has been inspected by the club registrar; start working on it. It took over 18 months before i got my number back and that was by finding previous owners etc.

Good luck with it, cheers Graham

Hi Graham

Thanks for the reply and advice. The Heritage people cannot help me with a certificate as my Moke is Australian and they have no records. The DVLA appear to specialise in not being able to explain what is required, and I do not know how they find out how to age a vehicle. It took me about an hour to determine the age of my Moke through Australian chassis number records, or I could just read it straight off the vehicle chassis plate as it is stamped with the month and year of manufacture but this would seem too easy for the DVLA to compute.
As you say the wasted days run into months, but I am hoping to get a visit from the DVLA,s Moke owners rep in early August to verify the vehicles existence so this might get the ball rolling.
The forms you mention, I expect, will be required but these require a MOT cert and as you know this incurs a certain amount of resources to get and could still not lead to a favourable outcome, no one wants a " Q" plate.
Hopefully once this visit happens I can start work on refurbishing this vehicle, and 18 months is becoming to look like a reasonable timescale to expect.

Cheers Ian.

HI
Just an update on the V5 application.
I sent in my 4th V62 this time with pictures and number rubbings to the DVLA and again it was returned with their stock reply of "no record ". Another phone call, to a not very helpful operator, just led to "send it in again". I did ask why I should send the same information again as it was no use on the first three attempts and got the cold shoulder.
Maybe for my 5th attempt they will find their magic wand and come up with some real advice on how to progress. Watch this space.

Hi Chris
Thanks for the contact details, ill follow that up. I have been in contact with the DVLA Moke owners club rep and hope that he is going to pay me a visit early this month. This might help get things get going in the right direction, its all time and I have been advised not to start any restoration work until things get sorted out regarding the V5. Playing with the DVLA machine is starting to get tiresome.

Cheers Ian.

DLVA is like some states here in the USA.. but lucky for me. in North Carolina. if vin number or TITLE are missing you can just get title bond.. called MVR 92 H . for 150% of the value. get it inspected at DMV lic and theft. and have new vin number in week. ( called NCS. ) and then NC title in 4-6 weeks.. cost is about $250 Total.. later bc
