Rocker cover

what is the best paint to paint the rocker cover with, e.g. heat resistant?

It doesn't really need to be heat resistant. Ordinary enamel paint should be able to stand up to the heat that a rocker cover experiences. Even engine blocks are often painted in just enamel. Air cooled engines, like on old motorbikes and VW beetles might be a different story.

Heat resistant engine paint is a bit of a pain because it stays soft until you've heat cycled it a couple of times. On the rocker cover it doesn't always cook properly and can come off if exposed to fuel or oil spills.
